If you are planning to study in the UK, or you are already there, this headline matters. The UK government has decided that some international graduates will keep a two-year post-study work visa, while others will get only 18 months.
So, here is what has been announced, who is affected, what is still unclear and what you should do now.
What the UK Government Announced
The announcement came in the UK Budget on 28 October 2026. The Graduate visa will stay at two years for graduates of “high-compliance universities where there are strong labour market outcomes”. This reverses part of an earlier plan to cut the visa from two years to 18 months.
That earlier plan was already set. The Home Office confirmed the cut to 18 months from 1 January 2027, after it appeared in the immigration White Paper and later legislation. As a result, the new system has two tiers: selected universities at two years and everyone else at 18 months.
The Two Tiers Explained
Tier one: Graduates of universities that qualify as “high-compliance” keep two years.
Tier two: Most other bachelor’s and master’s graduates applying from 1 January 2027 get 18 months.
PhD graduates: They are not affected and keep a three-year visa.
Before 2027: Students who can apply for the Graduate visa by 31 December 2026 get two years under the current rules.
Also, the Graduate visa cannot be renewed. If you want to stay longer, you must switch to another route, such as the Skilled Worker visa.
What Is Still Unclear
The Budget does not define “high-compliance” or “strong labour market outcomes,” and it does not say how many universities will qualify. The Home Office and the Department for Education will design the policy together, so the eligibility criteria are not finalised.
One immigration adviser’s page notes that no list of qualifying universities exists yet, no start date has been announced and the change needs an update to the Immigration Rules. It also suggests the test could draw on compliance ratings and graduate outcomes, though that is the author’s reading, not a confirmed rule.
The announcement comes as universities adjust to tougher Basic Compliance Assessment requirements for their sponsor licences.
Why This Matters for Nigerian Students
Nigerians are a big part of this story. For the year ending June 2026, Nigeria was the third-largest source of sponsored international students, with 26,060 sponsored study visas issued to main applicants, behind only China and India. Nigerians also received 20,604 Graduate visa approvals, the third-largest nationality group.
That means thousands of Nigerian students could land in either tier, depending on their university. A year at 18 months instead of 24 changes how long you have to find a sponsoring employer, build experience and earn back your tuition.
What Else Changed in the Budget
The Treasury says the package aims to deliver “the most pro-business migration system in Europe for high-skill workers.” Alongside the graduate change, the reported measures include:
High Potential Individual visa: Expanded to graduates of the world’s top 150 institutions, with a proportional increase to the cap.
Lower salary thresholds from spring 2027: Occupation-specific minimums would fall from the median wage to the 25th percentile.
Job-search window: Skilled sponsored workers get up to six months to find a new job if their sponsorship ends.
However, lower- and medium-skilled routes are being tightened, so the direction is clearly toward higher-skilled migration. This follows earlier rules, including a Skilled Worker salary threshold of £41,700 since July 2025, and the closure of overseas recruitment for care jobs.
How Universities Reacted
The Russell Group called the move encouraging and said it will help protect the UK’s reputation as a global study destination. Universities UK chief executive Vivienne Stern called it “a welcome recognition that it’s not just universities that benefit,” and added that “the rules need to be stable and fair.”
What You Should Do Now
Plan on 18 months unless the rules clearly cover your university.
Do not pick a university only for a possible two-year visa. The list is not published.
Check graduate outcomes, because employment and earnings data may become part of the test.
Watch for official updates from the Home Office and your university’s international office.
Be wary of agents promising two years before the rules are published.
If you are still choosing where to study, it is also worth comparing other destinations. Our guide on earning a degree in Europe without paying tuition is a good place to start.
The headline is good news for some students and a warning for others. Until the UK publishes its criteria, treat any two-year promise as unconfirmed. For more stories on studying and moving abroad, visit the PINCHED homepage.
